I found a link to his friend's page, and send that person an email. We'll
see if they have a new email address for him.
Luckily, *this* HOWTO appears to allow modifications. It uses a very
vague, old LDPL (I think?) that says:

As you can see, it doesn't expressly allow modifications, but mentions
derivative works in a way that implies they are allowed.
